PARENT AND FAMILY ENGAGEMENT DISTRICTWIDE POLICY


Parent and family engagement is an important component in a student’s success in school. The board encourages parents and families to become involved in their child’s education to ensure the child’s academic success. In order to facilitate parent and family involvement, it is the goal of the district to conduct outreach and implement programs, activities and procedures to further involve parents and families with the academic success of their students. The board will:


(1)   Involve parents and families in the development of the Title I plan, the process for school review of the plan and the process for improvement by:

●       A jointly developed school/parent compact outlines how parents, the entire school staff,

and students share the responsibility for improved student achievement and the means by

which the school and parents continue to build and develop partnerships to help children

achieve the local high standards.

●       The Title I program provides opportunities for parents to become partners with the school in promoting the education of their children at home and at school. Parents are given help monitoring their student’s progress. The school provides assistance to parents on how they can participate in decisions related to their student’s education. The school provides reasonable support for parental involvement activities as requested by parents.

 

(2)   Provide the coordination, technical assistance and other support necessary to assist and build the capacity of all participating schools in planning and implementing effective parent and family involvement activities to improve student academic achievement and school performance by:

●       Annual review of the Title I handbook and policies.

●       Alignment of local policies and practices with Federal and State guidelines.

●       Annual review of data from parent involvement activities and parent surveys.

●       Parents/guardians are invited to share ideas and offer suggestions for improving the services provided as well as the family involvement activities to be of more help to families in supporting their child’s education.

                       

(3)   To the extent feasible, coordinate and integrate parent and family engagement strategies under Title I with parent and family engagement strategies outlined in other relevant Federal, State, and local laws and programs by:

●       The school conducts an annual review of the Title I handbook and policies.

●       The school annually reviews the alignment of local policies and practices with Federal and State guidelines.

●       The school provides for family engagement in a variety of activities including but not limited to: parent advisory annual meeting, parent/teacher conferences, report cards, family literacy nights, individual parent meetings as needed, Back to School Night.

 

(4)   Conduct with the involvement of parents and family members, an annual evaluation of the content and effectiveness of the parent and family engagement policy in improving the academic quality of the school served including identifying: barriers to greater participation by parents in Title I activities (with particular attention to low-income parents, Limited English Proficient (LEP) parents, parents of any racial or ethnic minority, parents with disabilities and parents with limited literacy); needs of parents and family to assist their children’s learning; and strategies to support successful school and family interactions by:

●       Parents/guardians of students who qualify for Title I services are provided information regarding the program. This includes the specific types of services provided, a compact outlining the rights and responsibilities of teachers, students and parents, and the ways in which the program and services provided for their child will be evaluated. Parents are also invited and encouraged to become an advocate for their child and an integral part of the educational team by requesting assistance which the school or teacher may not be aware of so that reasonable accommodations can be made.

●       Parent surveys are provided annually which inform development of even more family-inclusive practices that can break down barriers to family involvement.


(5)         Use the findings of the annual evaluation to design strategies for more effective parent and family involvement and to revise, as necessary, the parent and family involvement policies by:

●       Near the end of the school year, parents of those who participated in the Title I program are invited to complete a survey regarding their child’s experiences as a result of participation. This survey assesses perceptual information as well as encouraging recommendations about how the school can improve services provided through Title 1.

●       Information from the parent survey is used in the annual review process to increase parental involvement.

                       

(6)    Involve parents and families in Title I activities by:

●       Parents are given assistance in understanding the requirements of the Title I law, National

Educational Goals, content standards, performance standards, and assessments at the

annual Title 1 meeting. This information can also be found in the Title 1 Handbook.

●       Parents receive an explanation of the school’s performance profile, expected proficiency levels for students, and their student’s assessment results through 280.12/18 report, School Board Minutes and School report cards/progress reports.

●       Parents are informed of the reasons for their children’s participation, the curriculum,

and the instructional objectives and methods of the program.

●       Parents receive timely responses to all parent recommendations. As much as feasible,

sent to parents in the language used in the home. Full opportunities are provided for all

parents to participate in Title I activities.


The district shall involve parents in determining how to allocate reserved Title I funds in accordance with applicable laws. 


The board will review this policy annually. The superintendent is responsible for notifying parents and families of this policy annually or within a reasonable time after it has been amended during the school year. The superintendent may develop an administrative process or procedures to implement this policy.
